How REFA Protects Landowner Rights and Amplifies Rural Voices
At the heart of the Renewable Energy Farmers of America (REFA) are advocacy initiatives designed to represent farmers and ranchers at every level of government, promote fair treatment in industry negotiations and ensure landowners maintain control over decisions affecting their property. Whether a landowner is just beginning to consider a solar or wind energy project or has already signed a lease, REFA will be representing these farmers and ranchers as they navigate every step of the process.
What REFA Advocacy Looks Like
- Representation at every level of government: REFA monitors and engages with policy discussions from local county commissions to state legislatures to Congress. By staying ahead of policy proposals that could limit a landowner’s choice to host renewables, REFA ensures farmers and ranchers have a voice in how these rules are shaped and enforced.
- National reach through state-level experts: In partnership with The Advocacy Group (TAG), REFA has access to lobbyists in all 50 states. This gives the organization the ability to respond quickly to issues that affect members, such as renewable energy zoning ordinances, clean energy tax credits or solar farm lease terms.
- A unified voice and bargaining power: REFA strives to unite landowners across the country to speak as one. This collective strength helps influence policy outcomes and ensures farmers and ranchers are treated fairly when it comes to renewable energy. REFA also facilitates group lease negotiations, enabling members to secure the best terms possible and greater long-term value than they might achieve alone.
- Local community engagement: REFA works with local jurisdictions to promote “Renewable Ready Communities” that encourage smart regulation and economic activity that is supportive of renewable energy development.
Why It Matters
Renewable energy agreements on farmland can last up to 40 years. Over that time, landowners may face unexpected policy shifts, economic changes or challenges with their developer. REFA’s advocacy program is built to offer long-term protection and ensure members are never alone in defending their rights.
This kind of support is especially important because for many farmers and ranchers, the land is more than a business asset – it is a generational legacy. REFA helps landowners evaluate renewable energy opportunities through that lens, balancing new revenue streams with the values and traditions that define rural life.
Created by Farmers, for Farmers
REFA was formed in direct response to demand from landowners. In research conducted with over 100 producers from across the country, farmers and ranchers consistently voiced a need for advocacy, trustworthy guidance and a strong network to help them navigate renewable energy decisions. Membership in REFA includes access to its advocacy services, along with expert guidance, educational tools and a nationwide peer network.
